Project Overview
The City of West Plains is developing the West Plains Safety Action Plan (WPSAP) to identify strategic safety improvements to West Plains’ transportation network. The WPSAP will include action steps and recommendations to reduce crashes and serious injuries when traveling in West Plains.
Safety Action Plans are comprehensive safety plans that aim to reduce and eliminate serious-injury and fatal crashes affecting all roadway users. These plans analyze a community’s data to understand transportation safety problems and address them through projects and strategies, thereby reducing safety risks on roadways.
Since this plan will be funded by the Safe Streets and Roads for All (SS4A) grant program,[AR1] [AR2] the project will use the U.S. Department of Transportation’s Safe System [AR3] [AR4] approach and its six principles:
- deaths and serious injuries are unacceptable
- humans make mistakes
- humans are vulnerable
- responsibility is shared
- safety is proactive
- redundancy is crucial
The project team will review relevant policies and any available transportation safety data, such as crash reports, to prioritize opportunities for improvements to West Plains transportation network.

About SS4A
The purpose of SS4A grant program is to improve roadway safety by significantly reducing and eventually eliminating roadway fatalities and serious injuries. The program focuses on the development of a comprehensive safety action plan (referred to as an “Action Plan”) and its implementation for all users of our highways, streets, and roadways, including pedestrians, bicyclists, public transportation users, motorists, personal conveyance and micromobility users, emergency vehicles, and commercial vehicle operators. The program provides funding to develop tools to strengthen a community’s approach to roadway safety and save lives and prevent serious harm.
The Infrastructure Investment and Jobs Act (IIJA) established the Safe Streets and Roads for All (SS4A) competitive grant program with $5 billion in appropriated funds over 5 years, 2022-2026. The SS4A program funds regional, local, and Tribal initiatives through grants to prevent roadway fatalities and serious injuries.
The SS4A program supports the U.S. Department of Transportation's National Roadway Safety Strategy and our goal of zero roadway deaths using a Safe System Approach.
Combining the FY22, FY23, and FY24 awards to date, SS4A has provided $2.9 billion in Federal funding to over 1,600 communities in all 50 States and Puerto Rico. Through this important funding source, USDOT is empowering Tribal, local, and regional efforts to save lives and reduce serious injuries on our roadways.
